Stu Davis

Stu Davis is a Vice President and Consulting Expert at CGI, where he advises state and local governments on digital transformation, technology modernization, cybersecurity, AI, and organizational change. A nationally recognized public sector technology executive, Stu works with government leaders across the United States to improve citizen services, modernize enterprise technology, and deliver measurable business outcomes through innovative yet pragmatic approaches to digital government.

Before joining CGI, Stu served as the State Chief Information Officer for the State of Ohio, becoming the state's longest-serving CIO. During his tenure, he led the transformation of IT operations across 26 state agencies and more than 80 boards and commissions, helping generate over $162 million in operational savings while shifting technology investments toward citizen-facing services. He also spearheaded nationally recognized initiatives in cybersecurity, identity and access management, enterprise data analytics, infrastructure consolidation, and digital government. Stu is a past President of both the National Association of State Chief Information Officers (NASCIO) and the National States Geographic Information Council (NSGIC) and has been honored with numerous national leadership awards for advancing innovation in government technology.
