Megan (Blackford) O'Callaghan, Esq.

Megan O’Callaghan, P.E., Esq., ICMA-CM is the City Manager of the City of Dublin, Ohio, where she serves as the city’s chief administrative officer and leads efforts to advance Dublin as a connected, resilient, innovative, and globally competitive community. A professional engineer and attorney, Megan brings a distinctive combination of infrastructure, law, finance, economic development, and public-sector leadership experience to her role. Since joining Dublin in 2014, she has held several senior leadership positions and has helped advance major initiatives including the Dublin Link pedestrian bridge, digital government services, broadband expansion, and strategic infrastructure investment.

Prior to joining Dublin, Megan served in leadership roles with the Ohio Department of Transportation and the City of Columbus Department of Public Service. She earned a bachelor's degree in Civil Engineering from The Ohio State University and a Juris Doctor, magna cum laude, from Capital University Law School, completing law school while working full-time as an engineer. A registered Professional Engineer and attorney in Ohio, Megan is a strong advocate for innovation, collaboration, and using technology and infrastructure to enhance quality of life and create sustainable economic opportunity.
