Jaime Santamarta Martinez

Jaime Santamarta Martinez is a Councilor for the City of Las Rozas de Madrid, Spain, where he leads the portfolios of Environment, Urban Services, Smart City, and Transportation. A civil engineer with specialized expertise in digital transformation, innovation, and smart cities, Jaime has been instrumental in advancing Las Rozas as one of Europe's leading intelligent communities. His work focuses on leveraging technology, data, and sustainable urban planning to improve municipal services, foster innovation, and enhance quality of life for residents. He also serves as a member of the European Committee of the Regions' Network of Regional and Local Councillors, helping shape European policy on regional development, sustainability, and digital transformation.

Before entering public service, Jaime spent more than 13 years leading complex engineering projects across Asia-Pacific, the Middle East, Latin America, and Europe. Today, he combines that global perspective with local leadership to champion initiatives in smart mobility, innovative public procurement, digital government, and environmental sustainability. Under his leadership, Las Rozas has earned repeated international recognition from the Intelligent Community Forum (ICF), including selection among the Smart21 Communities and the Top7 Intelligent Communities, reinforcing the city's reputation as a global model for innovation-driven municipal government.
