Igor Oliveira

Igor Oliveira serves as Secretary of Science, Technology, and Innovation for the Municipality of Assaí, Paraná, Brazil, where he has helped transform one of the country's smallest cities into a globally recognized model for innovation, digital transformation, and smart community development. With more than 20 years of experience in public sector leadership and a Ph.D. in Production Engineering, Igor specializes in innovation ecosystems, digital government, and the strategic modernization of municipal services.

Under his leadership, Assaí has earned international recognition as one of the world's Top 7 Intelligent Communities and became the first Brazilian municipality to achieve Intelligent Community Certification from the Intelligent Community Forum (ICF). Beyond his municipal role, Igor serves as President of the Vale do Sol Innovation and Digital Transformation Ecosystem, Vice President of Smart Solutions for Brazil's Inova Cidades Forum, and contributes to several international initiatives focused on smart cities, digital rights, and urban innovation.
