David Meadows

David Meadows is the Economic Development Director for the City of Hilliard, Ohio, where he leads initiatives focused on business attraction, retention, entrepreneurship, and long-term economic growth. Since joining the City in 2017, David has played a pivotal role in positioning Hilliard as one of Central Ohio's premier destinations for business investment, helping attract major employers, revitalize downtown, expand broadband infrastructure, and launch innovative public-private partnerships that support emerging technology companies and high-growth industries.

A recognized leader in economic development, David was named a 2023 Columbus Business First 40 Under 40 honoree and selected as a 2024 Leadership Ohio Fellow for his contributions to advancing innovation and regional competitiveness. His accomplishments include securing funding for Hilliard's city-owned fiber network (HiFiO), leading the creation of Hilliard City Lab, and driving initiatives that have generated hundreds of new jobs and millions of dollars in private investment. Prior to Hilliard, he served in economic development for the City of Westerville. David holds bachelor's and master's degrees from The Ohio State University, is a U.S. Army veteran who served in Operation Iraqi Freedom, and remains active in community service and leadership throughout Ohio.
