Chang Li-shan

Chang Li-shan is the Magistrate of Yunlin County, Taiwan, where she leads one of the country's most ambitious programs for smart governance, sustainable development, agricultural innovation, and industrial transformation. First elected in 2018 and re-elected to a second term, she has championed a vision that blends Yunlin's agricultural heritage with advanced technology, digital government, and strategic economic development. Under her leadership, the county has accelerated investments in smart infrastructure, AI-enabled public services, advanced manufacturing, and innovation ecosystems while advancing the United Nations Sustainable Development Goals (SDGs).

Before becoming Magistrate, Chang served two terms as a member of Taiwan's Legislative Yuan and as Executive Director of the Yunlin-Chiayi-Tainan Joint Services Center of the Executive Yuan. She holds degrees in Industrial Management from National Formosa University and Sport and Leisure Management from National Taiwan Normal University. Recognized for her commitment to public service and legislative excellence, Chang continues to position Yunlin as an internationally recognized leader in smart governance, sustainable agriculture, and regional competitiveness, with the county earning repeated recognition as one of the world's Top 21 Intelligent Communities by the Intelligent Community Forum (ICF).
