José Guillén Parra is the First Deputy Mayor of the City of Murcia, Spain, and Councilor for Urban Development and Smart City, where he leads the municipality's strategy for digital transformation, smart city innovation, urban development, and modernization of public services. His portfolio includes information technology, digital transformation, Smart City initiatives, urban development, parks and gardens, public lighting, administrative modernization, and strategic city services. Under his leadership, Murcia has become an internationally recognized model for intelligent urban innovation, leveraging digital technologies, data-driven governance, and citizen-focused services to improve quality of life and strengthen economic competitiveness.
A career public servant and recognized leader in government innovation, José previously served as Director General of the Murcia Regional Public Transport Authority and held several senior executive positions within the Regional Government of Murcia. He is a career official at the University of Murcia, where he has held leadership roles in student affairs and university administration, and has completed executive studies in Public Leadership at IESE Business School. A frequent speaker on smart cities, digital government, and urban innovation, José continues to champion initiatives that position Murcia as one of Europe's leading intelligent communities and a global example of technology-enabled municipal transformation.
